Updated Commonwealth Helmet Recipes to now use Safety Goggles rather than Ski Goggles

-All helmets have been updated to be as strong as Military Helmets
-Removed chance zombies wearing the suit will appear. As this will be uploaded as a separate mod when I get the chance. For now the armor is only craftable.

-Added the ability to repair the armor.
-Fixed unbreakable bug.
-Added a tiny tiny chance zombies wearing the suit will appear.

-Updated recipes- now requires level 3 tailoring too.

-Balanced Full face Helmets to be the same as a Military Helmet. Open helmets are slightly weaker.
