Since it isn't the unique version; lowered power level to bring it in line with other rares


Lowered max damage: 1000 at 500 kills to 200 at 200 kills

Lowered AP max damage: 500 at 500 kills to 150 at 200 kills

Leadership penalty is easier to remove: 100 kills, down from 200
