-adds a Hanseatic culture available via decision ("Hanseatic Hegemony") to rulers of The Hansa.

-"Hold Election" decision for dictators updated to use the same succession mechanics as the current version of the "term over" event.
-Reworked succession mechanics for normal republics to prevent noculture glitch resulting from custom culture rulers. When a ruler's term is over, a new courtier will be generated with the same culture and religion as the previous ruler, and will then immediately inherit the previous ruler's titles. This should prevent issues with losing tributary republics as well.
-You can now switch between all three Republican Viceroyalty laws freely (Imperial Republic Administration still required). This is how the feudal version of the law works and didn't really make sense for me to change it.
-A few localisation changes.

-Regular (unplayable) Republics of Duke tier and above will now also have periodic elections; however, they are locked to a period of every 10 years and the only choice available to the ruler is abdication, for performance reasons.

-if your dynasty loses an election, you will now continue playing as your current character rather than abdicating patrician-dom to your heir
-your ruler title will now change to "Dictator" if you have either the "Military Dictatorship" or "Tyrannical Dictatorship" modifiers

-if you have the 3 year and 9 year law simultaneously, the 3 year one will be cleared during a new election. not sure what exactly is causing this glitch in the first place but this is the best solution I can come up with.
-no longer have access to term limit nor administration laws unless you're the leader of your republic
-tribal mayor mechanics now function correctly
