Merged changes to negotiate alliance interaction from 1.9.1, which had changed the check for house feuds. Malus should now only apply when there's an actual feud.

Merged negotiate_alliance_betrothal into regular negotiate_alliance, which this mod now changes.

Changes to negotiate_alliance ai_accept modifiers:

  • Added modifier for marriage matchmakers (the people that get a truce from a marriage)
  • Added modifier for if two characters are related by marriage (stacks with the one above when applicable)
  • Too many alliances modifier should now only apply for the number of allies that AREN'T a liege or a vassal (because why the heck should anyone care they you have allies who can't call you to war??)
    • The above only applies to non-clan governments

Changes to scripted_effects:
  • Added check to make sure characters can't get a truce with themselves (I only saw it once, so I don't think it was a huge issue but it was easily fixed so)
  • Added check so characters don't get a truce with their spouse if the spouse is their own matchmaker (did not see this, but thought I'd make sure)
Changes to localization:
  • Truces now say which marriage they hinge upon, instead of just saying they're from a marriage

- Added notifications for truce breaking due to death, divorce or breaking a betrothal.
-- Except when you're also in an alliance, because double notification of alliance + truce ending seemed kind of annoying to me.
-- Included a game rule to be able to turn it off altogether, if people want.

- Added the ability to negotiate alliance when families have a betrothal between them.
-- Included a game rule to control this:
--- Default is you can make an alliance with the arranger of the betrothal (the person you'll have a truce with)
--- Alternative rule is to make betrothal behave like marriages, allowing you to negotiate with any close family of the betrothed.
--- Last is an option to turn this off.

Defaults *do not* require a new save, but alternative betrothal rule or turning off new features does, because it checks for the appropriate game rule.

- A marriage truce will now break appropriately upon divorce, breaking a betrothal or death of one of the married parties.

- Added a small (+5) opinion bonus between parties of a truce, didn't seem game-breaking and helps accomplish the above without messing with any unrelated truce. :p

- Also fixed some small encoding errors.
