Second attempt to fix Campaign title and description; seems they refuse to save properly.

v1.1: Fixed Gunner not bein included in comms, fixed prematurely spawned IRAPC, fixed some infantry phasing through buildings, attempted fixed civillian truck not being completable objective (suspect vehicle control conditional logic breaks all adjacent logic in MP), fixed campaign not having proper title.
