(V1.4) - Turbo Boosters Update

Added turbo boosters (requires turbo charge setting to be enabled).
Made water no longer reset on all holes (except the water section on hole 10 before V1.4).
Added water sections to holes 10 and 18.
Other various changes and bug fixes.
