tiered parts now use the equivalently tiered underlying structure
this should fix the stopping construction because not enough steel is present

since flex storage no longer has dedicated flex grid storage for output, it needed SupplyResources=true on the storage itself

Changed the storage capacity of the flex storage to reflect stack size of the resource stored (same for the 5 per stack resources, 8 times more for the 40 per stack ones), added door locations so internal drop-off and pickup are possible, fixed storing so the flex storage is preferred over normal storage rooms
*** WARNING *** I will be removing the fixed storage rooms next big version change. Please switch over to flex storage if you're still using the older ones
