Update 7/13/23 2:
Playtesting and overhaul of new initiatives and map, as well as adding loans (to an extent). Not sure what the difficulty of this scenario is, but it is now possible to complete.

Update 7/13/23:
Cosmetic changes to military initiatives and more, slight adjustments to a few military initiatives, for example the prisoners having more of an impact.
