Lowered the electricity req to level 3 instead of 4

Made it so that if the battery is in the lamp on pillar, the 'craft wired connector' option still appears to prevent confusion. Crafting it while the battery is inside will just take it out and put it in your inventory.

Fixed a mistake in the code that resulted in the light source not being offset in the direction of the lamp. Only newly built wired lamps will be affected by the fix.
