Tweaked ai_will_do on Blood is Thicker and Coastal Corsairs traditions to reduce AI's tendency to pick these traditions over everything else.
Changed the name and description for Imperial Court tradition to Imperial Court (Pretender) and allowed administrative and adventurer governments to pick it.
