Fixed consumer goods on Lost Hills economic laws

Basic air tech is now available in the same focus as intermediate air tech.
Added bypasses to most focuses that would be locked if NCR got swept by Caesar's Legion
Fixed black map bug
Renamed some generals
Updated some descriptions

Added a new mechanic: "Resource Shortages"
Every year a resource shortage modifier will be added, giving scaling debuffs to industry, training time, and research
Shortages can be removed through a series of decisions unlocked by the "Advanced Scavenging" focus
Each time you reduce the shortages tension will go up. Tension increase will be doubled each time you take the decision.
This mechanic is meant to force the player to confront the NCR eventually or suffer major debuffs. Simply waiting for the Lost Hills late game power spike will not work anymore.

Slightly buffed infantry focus idea
Changed "Dig Deeper" decision to take less time, cost civilian factory use instead of political power, and be able to be used more than once
Adopted multiple changes from recent updates to base-mod Lost Hills - including - better starting tech, knightly armaments at game start, agency at game start, etc.
Lowered cost of "infiltrate NCR congress" decision"
Slightly nerfed xp gain from NCR probes
Added cooldowns to most tension-related decisions
NCR is less likely to start a border war until it has a reasonable chance to win it
Turned tension debuffs for Lost Hills into buffs, NCR keeps debuffs

Fixed issue where minor BOS chapters would attack NCR before Lost Hills was ready
Changed tension AI - BOS and NCR will now decide when to raise/lower tension based on a dynamic variable calculated based on current game conditions (divisions, factories, world state, etc.)
Condensed technology, scavenging, and resource branches into the left part of the tree
Added AI decision-making to Lost Hills decisions and focuses
Added a desired political route, calculated on game start, for Lost Hills AI to follow
Fixed some issues where SHI would end up in a sort-of limbo when switching sides during the BOS-NCR war
Added an extra focus in the Mojave chapter branch to help it defend against Caesar
Reworked political branches to give each ideology a specific playstyle (Maxsonians - early war, Rhombians - support chapters, Troika - implants, research, People - NCR ally)

Lowered stability bonus from "indoctrination" press law

Fixed localisation problems with "Successor to America"
Changed "rally support" to give significantly more tension when NCR is at war with a major
The "reach out to" focuses in the political branch now only give a paladin, not a puppet

Balance of Power Update:

Complete rework on the way the tension modifier works, giving the NCR new ways to counter the Brotherhood's technological dominance and influence. Lost Hills now has to manage the tension modifier, not just because of the debuffs it gives, but also because of the options it gives the NCR to challenge the Brotherhood (including all-out war if tension gets too high). It also introduces new ways for the NCR to punish a late game build, giving them methods of slowly overcoming each of the Brotherhood's advantages over time.

Rework of the "preparing for war" focuses, including a new branch for industry and a rework of the old branches, giving the player a choice between an offensive and defensive focus.

Rework of the civilian distrust mechanic, now requiring Lost Hills to invest resources into gaining wastelanders trust back.

Dozens of events informing the player of important events in other Brotherhood chapters (Mojave war, Maxson war with Hangdogs, Alamo chapter independence)

Many QOL changes, bugfixes, and balance changes.

Declaring war now only requires the date of the ceasefire to pass, not arbitrary dates based on current ideology.

Council Update:
Complete rework of the politics of Lost Hills with unique focus tree branches for each ideology
Maxsonians - Conservative Brotherhood members who oppose most reforms and would rather focus on aiding the other Brotherhood chapters.
Rhombians - Moderate reformers who support reforming the Brotherhood into a less isolationist organization
The Troika - Cultists who worship knowledge and cybernetic augmentation. Allows access to the cybernetic implant research tree.
Reformers - Extreme reformers who believe the Brotherhood's primary mission should be to aid wastelanders, not horde technology. Includes a pro-NCR route and an anti-NCR route

A unique branch giving an alternative to war with the NCR, allowing the player to trade technology for the bunkers lost in the previous war

Rework of the "Knightly Confusion" debuff, reducing it only at certain 'checkpoints' in the political focus branches
