another small balance change

utilt now has a hitbox going up
ending hitbox is slightly longer

jab has a car honk now and can now hit multiple players once

ftilt base knockback slowly goes down until the last hit
which is now from 7 -> 6.5 but its scaling is .75 to .8

base knockback from 4 to 6 and scaling from .4 to .5

DAIR

landing lag from 20 to 10 and made slightly faster

FTILT
has alot less end lag final hit scaling from .6 to .75

UAIR

just changed around the ordering of the teleport animation
