small tweak for compatibility with simple navy back

put category tags on the background in the correct positions

- Fixed the icons sometimes not showing up properly (I did this by basically reimplementing all aircraft from scratch which took a seriously long time with localisation and stuff).
- Rocket interceptors are now available from the tech tree (from the planes tree and not the original for compatibility reasons).
- Same for suicide plane.
