Removed the Seconds Tracking Quests and that whole approach.

Best time keeping method I've found so far is:
Every location needs a Time Activator constantly incrementing the _cal_minutes value every 1 minute. It is more reliable across Rituals than Rounds are, where as using Quests to track time -> quests are ignorant of rituals.

v0.9 also retains the Short Rest and Long Rest tracking mechanisms from the v0.7 approach, supplementing the Time Activator.

So this is to say time keeping requires both Quests and Locations to do stuff.

Disabled the Seconds Timer and instead of Quest Completing every 1s, put it every 60s. Quest Completion Automatically Time Delays only seem to tick when the UI is interactable, ie not during ritual breaks, camping, preparing to camp.

OTOH if you use a location timer, and set something like, 1 day delay, that does happen as long as you are on the map. So you can long rest through the time to trigger it if you are in the same Location. But if you leave then
