Changed Pump/Auto shotgun damage/pellet count to 16 damage with 16 pellets

Made high pellet count shotguns pellets go from 12 to 24
Damage per pellet on High Pellet Shotguns has been reduced from 21 to 10
High Pellet shotguns now have a range modifier of 0.7 instead of 0.75
Low Pellet Shotguns now have a rangemodifier of 0.8 instead of 0.75
This change was to help differentiate the shotguns a bit more, now both sets have their niche use cases, with one group being better for close range crowd clearing, and the other having much better range.

SMG Spreads have been halved
Rifles are now almost 100% accurate (as they should be IMO)

Scout/Awp have had some changes to make them more distinctive between eachother
AWP clip size: 5, 8 penetration layers, 230 damage
Scout clip size: 10, 4 penetration layers, 175 damage

Reverted Chrome Shotgun Accuracy buff, other shotguns are still more accurate than vanilla.

Reworked Shotguns
- Spread has been reduced slightly on all shotguns, by 0.5 vertially, 1.0 horizontally.
- Pellet counts are now consistant between T1/T2, Wooden/M1014 have 12 pellets, Chrome/Spas have 9, Damage has been adjusted to account for this.
- Range has been increased to 4096 (from 3000)

Falloff Rework (Should be more consistent)
- Shotguns: from 0.7 to 0.75
- Snipers: Unchanged
- Rifles: from 0.97 to 1.0 (No falloff), Gainrange Removed
- SMGS: from 0.84 to 0.85
- Pistols: from 0.75 to 0.85

Reworked Spreadpershot Values
- SMGs: 1.2 for uzi, 1.6 for mac10, 1.0 for mp5
- Rifles: 0.75 for M16/SG552, 1.6 for AK47/M60, 0.6 for Scar (Same as vanilla again)
- Shotguns: 0 for pump/chrome, 50 for m1014/spas12

CSS Sniper Rework
- Increase damage on AWP to 230 so they can one shot charging chargers to the head, Scout can one shot chargers that aren't charging with 150.
- Change mag sizes to 10 instead of 20
