Added new prefab for Cold War combat phase - Small Anti Aircraft Station II

No new behaviors, it just shoots rockets.

It also has some sweet prototech loot!

Added new prefab for war mode - Iron Truncheon

- finally brings parachuted tank spawns to war mode spawns

- Final Boss Updated to Spawn via MES Boss Encounters

Previously the Metal Clan final boss, a deep underground bunker with a missile silo and heavy duty ordinance, was only spawning with MES Planetary Installation encounters. This allowed it to spawn more than once potentially, which is not the intended experience, and may be prohibitively difficult. It also wasnt predictable, like most boss encounters are. This is due to MES not having functionality for spawning installations as boss encounters.

Much like the Cold War escalation encounter, the final boss now spawns with a small supply drop. After a few seconds, this drop of nano-construction bots will assemble the final bunker somewhere nearby. The drop box has very nice loot, though the player will be exposed to the heavy missiles and rockets of the boss bunker while trying to retrieve it.

- Tungsten Warhead Prefab Changed from Large Grid to Small Grid

The Tungsten Warhead, the most destructive missile Metal Clan has to offer, is now a small grid. Previously these were large grids, which made them very easy to shoot down. If the player is using the Elemental Clans Speed Mod of 150 m/s for large and 300 m/s for small, the Tungsten Warhead was even easier to shoot down. Its harder to hit as a smaller and faster grid. None of its behavior has changed, and the final boss encounter remains otherwise unchanged.

- Cold War "Boss" Encounter to Advance to Hot War

Players with >= 500 threat score in a 5km radius are now eligible for a Cold War boss spawn. This is not a true boss encounter, this is a simple way to advance to hot war if the player desires.

A player may actually need far more resources at this point to handle the war and final boss, but experienced players can choose to advance early if they want.

This coincides with recent changes which reduce war points added for destroying high value targets. Now players will need to destroy something along the order of 100 vehicles, or 20 large installations, or 5 critical installations, or some combination thereof. Destroying this "boss" encounter awards 100 points and goes straight to war. These numbers may change depending on feedback.

The encounter itself is a supply drop with no defenses, and a small installation with poor defense and major loot. Destroying the RAI block of the installation will add 100 war points for the player, and soon after a message will appear explaining Metal Clan has declared war.

The final boss encounter will be updated to spawn with this format, it currently is a default spawn. This can be a bit overwhelming if more than one spawns at once, so converting to this "drop ship - spawn installation" pattern will allow for 1-boss-per-player (MES does not allow installations as bosses by default).

- Rename "Command Center" to "Critical Command Center"

- Increase threat score required for ordinance spawning stations

- Decrease war points accumulated from rocket stations and Critical Command Center

Continuing from the previous update, Cold War installation spawns will now allow for a more protracted war if the player desires, and the more dangerous spawns will only appear with a much stronger local buildup of force.

By the time the Critical Command Center spawns (rockets and missiles | massive loot | 25/100 war points), at 800 threat score currently, the player is expected to be well prepared for war. This is up from 500 threat score where its possible that a player new to the Elemental Clans could reach while still being unprepared and have most of their grids wiped.

Rocket stations are now at 300 threat score and Missile stations at 500. These help indicate to the player that militarization is necessary at this point in the game, though with more tolerance for lengthy resource acquisition. Rocket stations now add 5 war points, down from 25, and Missile stations have always been 5.

This is to prepare for a new Cold War "boss spawn" that will be the fast track to war if a player wants, while allowing the player more time to prepare through avoiding direct conflict with Metal Clan or just having light "border skirmishes" to boost loot.

Note that threat scores for spawn conditions and such are not formally documented as they will shift and change as these mods are developed.

- Rename "Supply Truck" to be "Critical Supply Truck"

- Reduce war points added for destroying "Critical Supply Truck" from 50 to 20

Given that a player having 100 MetalClanWarPoints from destroying vehicles and buildings will go to war with Metal Clan, the Supply Truck was originally intended to make it easy to go to war. It requires 500 threat score to spawn, and my original thinking is that is enough power to handle a war with an Elemental Clan.

I now think its too easy to get to that threat score and not have enough resources for a war, esp for a player that has never played with the clans before. I am planning on changing the clans to have reduced war points for cold war era encounters, and to have a new "boss spawn" that when defeated will add something like add 90/100 war points.

Next I will make a pass through Metal Clan cold war installations and reduce war points for some of the harder structures.

Finally a new boss spawn will be made for cold war when the player reaches 500 threat score, which will be an easy encounter and add most of the war points to start the hot war. This lets the player choose if they want to keep raiding and looting Metal Clan for resources before war, or they want to hurry up and go to war right away. Otherwise, accumulation of war points will happen more slowly, and give the player opportunity to loot things like the Critical Supply Truck many times.

💰 increased value of loot for all Cold War spawns, vehicles and stations. Opportunities for advanced loot are much more likely and frequent.

🔢 decreased the amount of "war points" accumulated for destroying most vehicles and stations, while increasing the points earned for the most difficult stations. This gives the player the opportunity for more combat and material acquisition in the early game, and more opportunity to be properly set up for a full on war. Once the player is powerful in terms of threat score, spawngroups become available that allow quick escalation to war. Otherwise, it now takes a lot longer to get into the war state.

Increased threat score required for Cold War vehicles and stations that fire rockets or missiles.
