Readded some stuff from OG EK utility.
- Added ekutility_chargingdock1
- Added ekutility_oxygentankshelf

- ekutility_miningbackpack
It slows you down a lot tho and can only contain small items/ore

- Nerfed laser bore slightly.
- Buffed pulse cutter, it's short range!
- Fixed pulse cutter not getting quality increases.
- Buffed higher levels of mining drill quality's detatch time. Reason to use it in end game!
