Attempt to fix the annoying AF vehicle guns not doing damage bug.
Also a metric shibb ton of stuffs.

Made fording height more forgiving, increasing to 225cm. If a vehicle goes below 225cm in the water it will start taking damage.

BTRs tilt slightly less in the water.
Made most vehicles swim around 20kph.
Fixed non-amphibious vehicles ignoring water.
- non-amphibious vehicles will now have their engine and hull be damaged. This is scaled on the depth in the water.
Tweaked the handling of the M113 and MT-LB. They roll less when turning.
Fixed net priority for all turret pawns. Their priority was set to 2.0 for some reason when it should of been 3.0.

- Removed any and all references to some of the unused dust kick-up and exhaust emitters.
- All vehicles have green camo for now. Multi-cam will be removed and only woodland and desert will remain.
- Fixed track vehicles not down-gearing. Also fixed their traction so they don't shake anymore and some of the track visuals.
- Burning and ammo rack FX have been disabled for now.
- Fixed BTR and BRDM coaxial projectiles colliding with their turret meshes.
- Fixed MT-LB and BRDM turrets being stabilized. This was wrong.
- Set proper elevation and depression limits for the MT-LB, BRDM, and LAV 6.
- Made HAB placement easier with looser tolerances for the ground it can be placed on.
- HAB preview will remove itself when it's supposed to.
- Fixed the BRDM having some incorrect wheel friction settings causing it to spaz out on some maps/terrain.
- Vehicles now re-arm at the repair stations on HABs.
- Hopefully fixed the bug where the vehicle bullets do no damage and the ammo count does not decrease.
- Fixed BTR firing ports doing friendly fire damage.
- Fixed vehicle engine sounds being off sometimes even when they are on and moving.
- Increased reverse gear torque to be the same as the 1st forward gear. This will make reversing easier.

Fixed issues with habs appearing not spawnable and not being selectable.
Changed how hab overrunn stuff is detected.
Added check to stop habs from being placed on vehicle spawn points.

Fixed invisible collision making vehicles spaz out at main.
Fixed optic texture loading stuffs.
Made spawn location tolerances lower.
KNOWN NOT FIXED: Vehicle camos being set.
