Added Empire Ice Court Mechanic!
Did some really cool lore based dilemmas, I'd like to expand this to the Dawi. For now I added a few changes to the Dawi I felt need some buffs or nerfs.

Changed some effects around that I felt were to powerful or to weak, still needs tweaking.
Added custom tech images that I made from references.
Increased the cost of training, felt it was to easy to get really good buffs.
