added min_gdp_for_payment_evalution column with default values to table that should've been added after 4.0 update

Added the tag for "Servants of the Conclave" to the cai_deal_evaluation_components table.
Fixed all values to be the same for all factions/race, including those missed on first pass.

Added Chaos dwarf : default, major, minor, and unfriendly to the cai_personality_deal_component table and made their diplomacy values in line with the other factions/races.
