Added "legendary" spawn mode for OP traits/civics, in case you missed getting run over by a legendary fanatic purifier in 2250.

Add Superhuman conquerors civic, and superhuman strength trait, for overpowered armies, and extremely strong leaders from level 1 :)

Reworked traits for leader rework - Most buffs now inactive until you select a certain subclass, new buffs added for new subclasses

Reduced ascended society planet size penalty

Removed peerless strategist health/armor regen buffs

Bugfixes

!!!! fixed fallen empires being able to spawn with p2d civics. If your save has been broken by this, run the following command in the console window: 'effect p2d_fix_fallen_empires = yes' to restore their civics.

Fallen empire species getting OP traits, however, is a feature :)

-Updated to 3.9. Haven't had a chance to test in full though, so could be some hidden issues...

-Added configuration menu, which will enable you to control whether AI empires can get OP civics
and traits or not. Should work in multiplayer.

-Added "Supernatural Strength" trait, which grants extreme army, habitability, worker production, and leader lifespan bonuses
but brings increased food upkeep.

-Added "Ultra-dense Cache Memory" trait, which grants robots extreme leader exp gain bonuses at the expense of slightly reduced level cap.

-Not really a bug, but fixed getting leader trait notifications for the 100000 traits your leaders get when using p2d traits...

-Workaround added for issue where you cannot select a 3rd civic in the empire setup menu when you select Flawless Civilization, or Unshackled Deities. An event will fire on game start that will allow you to immediately reform government, and provide you the necessary unity to do so.

-Added "Quantum Cybersecurity Protocols" civic, which provides espionage bonuses for machine empires, and the Quantum Decryption/Encryption Facility buildings which will further buff espionage at the expense of their planet's production
-Added "Combat Consciousness (for hive minds)/Deep Combat Learning (for machines)" civic, which provides endlessly scaling buffs to ship experience, admiral experience gain, and ship speed as you destroy enemy ships.
-Updated building icons for Central Command Center, and Precursor Archives

-Disabled AI usage of Endless Swarm civic because it has no idea how to use it and just lags the game out with unemployed pops
-Central Command Center now requires a Planetary Capital
-Removed leader level cap buffs in materialist/militarist traits
-Added Leader Maximum Negative Trait reductions to generic buff traits and revered scholar
-Doubled leader cap bonus for generic buff civics because leader cap is a cringe mechanic

-Fixed lack of female councilor localizations
-Fixed lack of proper icons for trait point traits
-Fixed trait and civic icons being saved in the wrong format, leading to image artifacting

fix precursor archives being angry after realising it is only available to precursor archivist empires, causing it to delete itself shortly after being built.
