updated Turret gibs, now drops rocket launcher and six rockets too! (props only)

General improvements and bug fixes for all NPCs
Fixed Rebels hands
Added Uncharged Zombie

Added Vincent (normal, overcharged and joke zombie version)
Added Captain of Sector D
Added TL Pistol npc weapon (same as the normal pistol but using the TL worldmodel which is higher quality)
Added Modified Turret (Rebel and Hacked)

Added Settings menu (found in the DrVrej section under the names of "Thunder's Leaves")
