Chinese localization changes

Removed army spawn decision as it was non-functional and caused issues / misunderstandings.

Added decisions for Max Realm Control and Development under the government decision tab.

Also moved the modifier Main Menu button to be the top option, so that even if the page system gets confused, you can back out of the menu.

Added pg cleaning when opening the character editor. This should clear any player flags that you could have gotten stuck on your characters in a save game from using older versions of the mod. Essentially allowing you to recover saves that were using the original or similar versions of the mod, before switching to this one.

I'm looking into switching the character flag page system over to a variable system. This would solve most of the issues that the current system has I'm pretty sure. It's using the character flag system like global variables, which the page system does not need to be saved as. Just regular old variables would be perfect, as they shouldn't persist and cause these issues.

Fixed some errors that were being thrown due to the new innovations and learned skill xp add.

  • Added the ability to select individual innovations to add or remove in the Innovations: Select menu under presents. Reworked innovations and separated regional innovations.
  • Added the ability to level up the leveled perks one level at a time in the Lifestyle Perk Add XP menu under traits.
  • Attempting to add some character interaction cheats that are present in debug mode. The first one I've added is Sleep With Character option.

Fixed a goof up where I was calling the wrong scripted effect across multiple events, this mess up was throwing errors because it was trying to use a flag that hadn't been set, all fixed.

Also added some new localization items to all localizations.

Added two more trait menus including fame and birth traits in dp_char_editor.txt under dp_char_editor events .16 and .27 respectively.

Fixed the strategist trait under martial lifestyle perk traits being mixed up with a diplomacy trait, in dp_char_editor.63
