Commissioned new bomb placement vfx from Delta Parallax (this is to better indicate to both players and opponents that the bomb is on an opponent)

(him being heavy is kinda weird in retrospect and could benefit from being lighter weight with faster ground speed. one other reason is cause he struggled *too* much in certain matchups due to his range.. which is not inherently a problem but combined with his slow speed it can be an issue)

kira 1.4 first patch thats a net buff wooo (this patch is meant to give many of kira's normals more usage cases in lieu of the gimmick nerfs from last patch + other general buffs. this will probably be the final "big patch" featuring mostly stuff i personally want to change unless i get like a bunch of feedback i agree with.).

bomb is now removed from opponents on death

(whoops shouldve been like that before)

(previously the tipper would not activate sometimes even if the opponent is near the top of the move.)

(move should feel a little less stubby than it did before. its also easier to knock the opponent into the bubble.)

-- now has a tipper that places the bomb instead of the whole hitbox placing it
+ kb scaling .9 -> 1

(Felt while playing the character that it was far too easy to place the bomb on opponents with a strong to really be that consistently fun and it was corroborated so now i have an excuse to change stuff. funny part is that this is closer to what i originally wanted for the character the tippers were just removed cause they were buggy. fstrong and ustrong were also buffed to make up for this)

~ the tap/hold input has been replaced with killer queen chopping automatically if there is no bomb on screen and detonating if there is.

(control scheme changed for ease of use. he now also has much better bomb combos... have fun)
