Day 1 ghost patch. Most changes are a result of some files not being properly synced with my local build on release that should have been added on launch.

- Both hits of dstrong have the same kb now (front hit kbs increased .75 -> .8)
- Fstrong sweetspot kb increased 8/1.15 -> 8/1.2
-- Kb increase was supposed to be implamented when the angle changed from a 361 to a 45 but i forgor
- Air accel increased .25 -> .3 (ghost doesn't really need a subpar air accel)
- Fix some config.ini stuff with rune descriptions
- Increased vertical deceleration during dspecial to make suiciding with it offstage less frequent
- Increased dissipation rate of white outline to denote the counter window so it's easier to tell when the counter window is over
- Fixed issue where nspecial had a flipper 6 instead of a flipper 0
- Bair endlag increased 13 -> 14
- Visual glitch fixed where knives stuck on opponents from held nspecial weren't recolored properly
- Rune Guy alt added
- Compatability with Greenflower Zone, Prowler Parry, Wily Castle, Pokemon Stadium
