Updated to work in 1.7 by renaming modifers folder to static_modifiers. Thank you Glen Carter! Quick update for now, new cultures have not bee added yet. Also want to add a small conversaion when changing religion. Will be coming next few days.

Fixed an issue where I tried to re-order some cultures spelt inconsistently (Kirghiz > Kyrghiz)
