• Unrecognized countries can now be the overlords of chartered companies
• Added logic to the Subjugate bloc leader interaction to turn colonial countries into dominions instead of protectorates, resolving a [potential?] issue where subjugating a colonial country would immediately set them free

• Updated for 1.9
• Changed Subjugate action (for Sovereign Empire power bloc leaders) to allow subjugation of major powers at the cost of infamy similar to what it would cost to demand that country to become your protectorate/tributary. AI will not utilize this capability.
