shuffle list of tracked players when spawning random spawns, this is helpful to spawn random encounters more fairly if you have more players on your instance and max random spawn limits.

NPC spawns are more spread out, this does nothing for single player games but does a lot for random spawning server-side. With 15 people on one instance, it usually happens that when restart hits, they all disconnect and then reconnect at the same time. Meaning, when the tracking hits, it spawns random spawns for all of them at the same fuc*ing time :D, so I added some debounce logic that random spawn are at least 1 minute from each other.

NPC ships keep only some hydrogen tanks active during replenish cycles, this allows the ship to use and replenish only a fraction of active tanks and toggle some more on only if the ones in use are damaged

NPC provider replenish turns off hydrogen engines on ships if they have functional batteries/reactors to save a bit of performance

- Configurable FreePort Upkeep which is required daily per FreePort
- If faction holding the FreePort license changes or is no longer exists, the FreePort is dismantled
- If Faction holding the FreePort license does not have required amount of SC in faction bank, the FreePort takes 1 damage (same as with successful FreePort siege)
- If FreePort has more than 50 damage points it gets dismantled

Fund Siege Preparation will show which faction they intend to attack so player can decide if he want's to fund it or not. This makes much more sense than to just fund it blindly
