Moved Wharf building to Sailing and increased cost from 60 to 75.

Moved the building back to Fishing due to public demand ??

Wharves now come in at Sailing. It made no sense to move the Fishpond back to Agriculture when it requires Improved Fish to be built anyway, and it was not elegant to have both the Fishpond and the Wharf on the same tech. Thankfully Sailing had a free spot. This does also mean the cost went up from 60 to 75 to match the new row. However, a Work Boat is worth 20 production, so the practical cost of the building is only 55 - at least if you delay improving one sea tile until you've made it.

The Wharf also now grants only 1 Food instead of 2, but grants a base 1 Gold as well. In addition, the building now has no maintenance.

Reduced food yield on building from 2 to 1, as per suggestion by Chinaman9162 to reduce power of coastal starts.
