UPDATE: Boots on the ground!

On vanilla, levies tend to became useless on late game comparing with overpowered stationed maa and knights. Boots on the ground should matter more, as CK3 is not Romance of Three Kingdom.

Minor tweaks: Modded military innovations and Raise War Tax decision now grants flat levy damage and toughness.

This also maintain the relevance of vassals and their levy contribution overtime.
