visual tweak to deposits: they now exist in the rare category and no longer autosort to the bottom of the deposit list.

Moved the orbital expansion modifier from a planet flag to a planet modifier. Apologies to everyone who's save files just broke.

Also added scaling per pop for build speed, immigration, and trade value from living standards.
