1.9.0 Patch

=RADIATION no longer gives infinite stun when interrupted.
-No Loitering damage reduced (3/tick -> 2.5/tick), also because of internal changes now scales with guts or whatever.
-No Loitering anti-defense damage reduced 6->5/tick.

Sign Guy day 1 patch

-No Loitering can no longer deal the final blow to the opponent.
-No Loitering no longer procs on getup. I also promise it doesn't work on burst. :)
-Decapitate comes out frame 0 -> 2 now, meaning meaty setups sucessfully interrupt it.
