Created a new building_chains_tables and created wh2_dlc12_dummy_nuclear_ruins_gabe
Replaced gabe_dummy_building building chain from wh2_dlc09_tmb_public_order chain to wh2_dlc12_dummy_nuclear_ruins_gabe

I believe this should fix the inability to build public order buildings.
Sorry missed that in play testing. Did not encounter this error myself so I hope this fixes it.

Deleted campaign_variables_tables after comparing to TKE. Was not needed.

Created trait_level_effects_tables to add in skv_queek_LL character_to_faction_own_factionwide_MAP_unseen 1.0000
That way Queek can gain his unique pooled resource for defeating a LL

Removed loki_nekaph and loki_nekaph_1 from tmb_awake_king in unit_set_to_unit_junctions.


TLDR
Queek gains his unique bonus after defeating a LL
Nekaph no longer benefits from a unique tomb king research under Settra
