- Removed a for loop code that forces all survivor to speak panic event related lines, since the input from the car alarm does that already.

- Instead of firing the event ourselves, changed the activator argument of DoEntFire to the survivor.

This ensures that we're firing the event with the provided userid, as well as displaying the 'Here they come' or '%s alerted the horde' message.

- Triggering the car alarm now fires the game event triggered_car_alarm and create_panic_event with provided userid for consistency with other scripts.

And did it before the car alarm is triggered because that's what the original game event does.

- No longer uses scriptedmode's AllowTakeDamage, instead, it will use OnTakeDamage output to prevent conflicts.
- Now car_alarm_distance convar will also affect incendiary ammo.
- Added checks when the survivor is on a mounted gun, and others.
