Fixed an issue where the sandbox setting reverted to its default value upon loading a saved game

Decrease the drop rates in response to the feedback

AmmoLootDropVFEBoxLeast - drop rate 0.01 → 0.005
AmmoLootDropVFEBoxLess - drop rate 0.05 → 0.01
AmmoLootDropVFEBox - drop rate 0.5 → 0.1
AmmoLootDropVFEBoxMore - drop rate 2 → 1
