Fix a bug that randomly cause crashes when removing a party.

1.New Feature: Bounty Notices, which allow player to get access to different types of random quests in settlements.
2.Fixed the bug that the raided villages by bandits not recovering.
3.Fixed the bug that event NPCs are displayed in party screen when the cheat mode is on.
4.Allow player to give order to other troops when in town encounter battles.
5.Some other minor bug-fixes.

Fixed the crash when other heroes send gifts to player.

Temporarily disabled the party speed calculating model that is causing crashes.

New Feature: Village would be pillaged by bandits if the security is too low. When this happen, a villager of that village would be in the town tavern, asking for your help. (inspired by the quest Saving Villagers in Warband)
