Now on planets with the first two tiers of AI Cores, there is a decision to upgrade them to the next tier (provided the required technologies are available).

First Real Update!

What's New:
--AI (Bots) can now construct new buildings and have AI governors as well!
--When a planet is transferred (via diplomacy or more forceful methods), the building will create an AI Core leader for the new owner.
--AI Core leaders will now disappear after the loss of a planet.
--Beta and Alpha Cores now provide small bonuses to Trade Value on the planet (even more if you're a corporate empire).

Changes:
--Fixed some localization issues.
--Reduced the number of additional trait picks for alpha from 6 to 5, making the interface more manageable.
--Extensive code rewrite on building construction permissions, making it clearer why you can't construct certain tiers.

Plans for the Next Update:
--Enhance tooltip descriptions for traits.
--Implement AI attitude adjustments based on the presence of AI cores on your planets (Hi Hegemony).

I read all your comments and appreciate all feedback and suggestions. I still have plans for bigger things like events, fleet leaders, and etc. Just not right now and not that fast due to university.
