Adjusted to restrict the AI from having 100 trait points. changed the trait points to be a selectable trait instead of a maximum number.

(ai will still have 100 picks but not 100 traits given that the selection is set to never have the AI pick it. they will still have as many traits as they can pick with the negative traits selected etc.)
