Fix the input goods amount for rayon plants to match vanilla, as they were far too profitable

- Revert some minor changes to the AI back to vanilla, to improve compatibility with other mods
- Revert the change that prevented the autonomous queue from building power plants. It's something I was a bit on the fence about, and might be unexpected to be part of this mod.
