- Reorganised the Protective Custody wing, regime, and their job allocations. They now have a Shop, though they can't shop often because they will try to fill job allocations first.

- Replaced the Road Gates with Road Barriers controlled by servos and circuits, for better security and aesthetics.
- Added a missing Armed Guard deployment
- Cleaned up the west set of redundant Door Control Systems. There is still a mismatch in the number of connections.

Set Deployment for the gen pop canteen and dorms so that they are correctly graded. Using Shared Deployment means that Supermax and Death Row are technically included, bringing down the canteen grading because I serve these security levels Low Quality - None Variety.

Added upgrade items to the classrooms just in case classroom grading actually affects program success.

Rearranged the east wing canteen and dorms. The effect on needs and danger level was not very large, but the dorms now make better use of the pet birds.
