Fixed misprint on the halberd engine power setting. Was set to 38, now to .38

Adjusted engine power stats. Should be more effective on higher speed classes.
Buffed steering a tad.
Reduced airbrake gain for smoother control.

Adjusted Angry livery to display properly in the front-end ship selection.
Reduced default steering capability.
Buffed shield effectiveness.
Attempted to buff speed. (Excessive drift seems to bleed a lot of it at the moment)
