added "hd" command - it toggles between HD texture and vanilla

cleaned up code a bit

Now debug is automatically on if mod is in LocalMods and off if it's in workshop folder

added 5 commands:
hd_debug - toggles logging of debug info
hd_redirect - toggles texture redirect, you also need to reload those textures
hd_reloadsprite - non cheat version of reloadsprite
hd_reloadallsprites - reloads all sprites, might take a while, and pretty buggy
hd_whatisthis - prints texture name of selected item
