Balance patch Slight power restructuring

Tree now requires player to be a mutant to learn it. Check can be bypassed through water ritual teaching (its very rare). This is in line with mental mutations learned from seekers of the sightless way.

Lowered rapid metabolism from 33% to 25% chance to activate.
Rapid metabolism now uses pseudorandom rather than 'true' random chance. Across massive time scales it will function identially to true random, but will feel a bit more fair on smaller scales. Imagine we are replacing a dice roll with a bag of colored balls. When rolling dice one roll has no impact on future roll. With the bag, each ball taken out of the bag improves the relative odds of pulling other colors of ball.
This change was made because you have a finite amount of level-ups across a playthrough so I believe it is important to somewhat mitigate streaks of bad luck. Karma is shared between legendary kills and level ups.

Apex function reworked (read: nerfed) Apex now provides strength equal to half your highest mutation level
Provides toughness equal to half your total number of mutations
Provides agility equal to number of additional body parts

Fixed non-kill XP when you have the rapid metabolism power
Nerfed the numbers on the rapid metabolism power
Added some behind-the-scenes code to begin changing apex to work like mutation warrior's mutagens from pathfinder 1e.
