buffed the beam back up to 75% of your dmg

Balance
- Tarrare now starts with 4.50 range instead of 5.50
- alt. binge eater gives reduced range, damage, and tears and gives 0.10 speed down instead of 0.05
- gluttonous blast only does 2/3 of your damage instead of 3/4

- Fixed issues relating to birthright
- Fixed the insta-kill gluttonous blast issue
- Nerfed the gluttonous blast brimstone beam, it now does 75% of Tarrare's damage instead of 100% of his damage.
