- Added Tinker option to goblin tinkerer that lets you reroll one or the other prefix of instead having to reroll both at the same time

Changes
- Rarity is now determined differently
- >1.75x -> +3 rarity
- >1.4x -> +2 rarity
- >1.15x -> +1 rarity
- <0.85x -> -1 rarity

Fixes
- Fixed character being unusable when an items second prefixs was unloaded
