fixed an issue regarding the portrait turning into Sandbert (we forgot to resize it when releasing)
fixed the portrait's position when using Pico Cat's Final Smash

epic new adjustments with main stuff being

-portrait (by yours truly :3)
-up special and jab resprited
-all tilts, strongs, and aerials have no cooldown
-up special while having no main hitbox, has no pratfall now
-dair's vsp reworked
-sfx changed on moves like dstrong, fstrong, and dair
-hitbox size changes for uair, fair, utilt, fstrong, and jab
