Removed dev point gain from centres of trade. They already give dev cost reduction so dev points seems too much. Also the UI for the CoT does not support custom modifiers so removing this will help with polish.

Reasonably large re-balance of lategame buildings, along with several changes to AE, war score and overextension. Troops and ships will also cost more overtime as it seems I didn't increase it enough.
Might look at lowering some of the lategame buildings' stats and cost so there is a lower peak of a province's effectiveness.

Changed Granary to give +50% local supply limit because flat supply limit doesn't work for buildings.

Fixed a bug that allowed to spend into the negative dev points caused by a failed fix for Development Cost in Primary Culture.
Development Cost in Primary Culture is bugged currently.

Attempted to fix an issue with Development Cost in Primary Culture not being added to the trigger, but didn't work
Set subject nations of players to calculate their dev points every month like the player
Fixed small localisation issue where it showed something when it shouldn't
Remembered there is a disco mode if you look in 02_on_actions_dev_points.txt and uncomment some lines of code
