-fix dependency error of MSTA pbo
-added missing dependent mod COS Backpacks. it was causing missing backpack error on Loyalist units

- sucess making new classnames for SMO retextured gear. mod no longer replace CUP original classname with whiteband retexture
- new units & groups of SMO , VKPO Summer infantry with white bands

- signed and keyed mod for dedi server use
- set publishedid for meta.cpp so launcher can locate the mod
