Lowered the silence chance gained per level on Mass Mind (100% by lvl 10 is a bit too powerful). Lowered to 3% a level instead. Fixed silence chance display.

Added a pity system to the Psychometry Scour History ability and made the rolls more generous in general.

Decreased the enemy silence duration for Mass Mind so you can't bully Seeker hunters quite as hard.
