Commands are now blocked during vehicles startup.

- Fixed VCMod detection
- Now checks the locked status the correct way
- Now sends the speed in a better way
- VCMod: ALT keys now prevent +attack and +attack2 actions

- Reverted the stop request display update that was for the 1st release of Garry's Mod 15.

- Changed the detection of the VCMod again.
- Toolgun and context menu are now forbidden for vehicle parts (seats, door).
